I wouldn’t slow down… unless you’re having elbow problems You’re bicep growth will likely reach a peak and fall off, giving your tris a chance to catch up.
They may be something you have to focus on as well. For instance, I get huge growth out of everything I can’t see in the mirror. Back, shoulders, glutes, hamstrings, calves, triceps yet my chest and biceps really lag on me. Everyone is different.

Slightly over would be “better”, just because you have more energy to work with (working out hard in a deficit, you gas out earlier)

It depends on how aggressive your deficit is, and at what stage your fat loss is at. If you’re getting close to your golden waist, with an aggressive deficit, you’ll lose fat and muscle.
Also, if you’re more aggressive, you generally have less “push” in the gym, which effects “work”, which effects growth.
So yes it’s possible, you just have to have a much more patient approach to dropping fat.
All AI workouts require at least dumbbells. If you’re looking for something you can do bodyweight wise, the guys at ShapeShifter have some good things.
